I can't figure out why I haven't been offere to buy the property in Windhelm.

I am a member of the Stormcloak, I have won the 'Seige of W******n' and caught the m****r in 'Blood on the Ice'.

Yet Jorleif hasn't offered me anything.


Do I have to complete ALL of the stormcloaks battles?

I also own the property in Whiterun, if that matters.

Also finished the Blood on the Ice quest, even gave that amulet to the father.. Yet no apparent option to buy the house.

I cannot buy the house either, completed all the stormcloaks quests and nearly all the side quests within Windhelm but can't get the murder chain of quests to activate. Have left the city and come back more times then i can remember and still nothing. Is it bugged?
