Ok so I want to Steal the items that Shop Keepers have to sell....
But I can't seem to Locate them.. Not in Shop any where and not on the
Shop keeper.. I have only killed them not tried pickpocket yet.
Though I don't think it will matter.

Every shopkeeper has most of their goods hidden in their bum to prevent theft.

In Oblivion they are in an area outside of the playable zone, so you can't steal it all. I imagine it is the same deal here.

I think in Morrowind they where usually locked up behind the counter. Been a long time since I played it though to remember.
