strange moving shadows (video included)

is it normal that the shadows are moving like this?
its kinda weird they freeze, then move fast, then freeze again. it seems unnatural, its always been like this for me, even on ultra shadows i think.

I think this is the way the day/night cycle works. The sun moves across the sky and casts shadows as time passes, it's just not timed smoothly

This. They update the shadows from the sun or moon on a schedule or timer, not continously. It saves a lot of processing power instead of constantly doing new calculations every frame. So in other words - your shadows are working like Bethesda intended them to.
