I've had this happen to me twice already. A dragon would come and fly around me I would shout at it and shoot arrows at it. But like I said maybe after a minute of them flying above me they fly further away and just vanish. I remember watching a review on Youtube where they said that no matter how hard they tried they couldn't run away from the dragon, they always had to fight them. Just a random complaint I guess.
