Is it possible to level up character and pick spells and abilities anywhere in game ?
I can't see the button for it.

You just go into your skills screen it will say level up instead of skills listed in the menu...

What are you talking about? Throughout the world in the game, there are "black holes". You can see them easily. Go there, "use" button, and there will be the skills.
