I have been active off and on on the forums since morrowind.

when I noticed I was suddenly a curate, I wondered how that happened and figured out post numbers etc.

the other day I noticed I had made like 950 posts.

I just checked my profile, to see if I was nearing 1000.

it listed active posts, which was in the 600s.

I know it is no big deal, but I was looking forward to a 2nd star!

does it still keep tract of total posts?

It changed with the forum update. Annoyingly.
You can still see it by hovering over peoples usernames, or on their profiles.

Something people should keep in mind; if someone is spamming, the admins can reset their post count to zero, and the forum rank to the lowest one possible, permanently.
