When it says nation and then later says country, in this sentence would nation mean state? I always took it to mean country

Ok by my definition a country means one of the 196 sovereign states recognized by Australia, (USA recognizes the same countries) Scotland isn't one of them. but in some ways, depending on how you look at it, I suppose Scotland is a country (sort of). Anyway I believe there is a scheduled vote on whether Scotland should succeed from the United Kingdom of Great Britain and Northern Ireland in the coming years.

More importantly, would it include New Zealand?
