I've heard of others having this issue and I recently started experiencing it, A lot.

For those of you inferior casters who don't use shields, if you take the Quick reflexes perk time slows down when you are blocking during an enemies power attack.

Sometimes time stays slowed down, and it gets very frustrating because I have to keep saving after each kill in case I have to reload due to the glitch. When time stays slowed you can still fight and walk around but you can't loot, you cant use shouts...Basically prevents you from playing properly.

Does anyone know if there is a way to stop the time slowing glitch without reload while we wait for Bethesda to patch this? The only thing I know to do is to just reload.

I actually had this problem but with the bow zoom slow down perk. I was able to fix it by continuing to zoom in with the bow and fight eventually it reverted back to normal. (about 2-3 zoom attacks). Perhaps try getting hit with another power attack while blocking to see if it reverts back?
