I play an Khajiit Archer and when i last checked my Skills, my Archery skill had been lowered to 20 (from 64). The 20 is written in bright red.

1. there is no active status effect (i used a couple of temples just to be on the safe side)

2. the effect persists even if i remove alle cloths/weapons.

Does anyone have an idea whats wrong with me?

Did you have a piece of jewelry on that affected the stats of the bow? a potion perhaps? If you did jail time that lowers your stats somewhat.

You didnt sleep with Lydia did you? There's an aids disease

Are you playing on PC?

If you are then did you try and change your race or appearance with 'showracemenu' or try and modify your skills with the console in any way?

This has happened to me, lower rank but not due to a disease etc. If you level your Archery skill, your skill # will display correctly. Even though the skill rank appears wrong, the game still uses the actual (for taking perks etc). Seems to be a cosmetic bug.

I am getting the same. Showing 15 but level actually 33. Just wondering if all your shots/most shots taken while sneaking?
