Thought I would gather some comments on where you have found most success finding random dragons. I would say for me probably right around Whiterun.

There's plenty of dragon lairs.....

between the tower where you fight your first dragon, the fort to the west, and the bridge to the north seems to be a consistent spawn location. So is Riverwood.
