So awhile back, I went to Markarth, saw the murder at the front door, and got the note from the elf. I immediately started working on that investigation, and got to the point where I entered the old man's house where he told me about the King in Rags hanging out in the Cidhna Mine. After he told me I wasn't getting out alive, I killed him along with everyone else in the house.
When I exited the house, I returned to the elf at the Shrine of Talos. He was dead and surrounded by guards.. all of whom I killed.
Up until that point, I'm pretty sure that's how the quest was meant to go? The quest was completed but I did not receive another and the elf had no notes or anything to loot.
After I left the Shrine, more guards approached me and attempted to arrest me. My choice was either be shipped off to the mine, or escape. I chose to escape. After running around the city like a chicken with its head cut off (didn't know my way around, lol), I ended up in the mine anyway and decided to clear it while I was there. Apparently, this broke the quest for me.
Now, whenever I approach Markarth, I get ambushed by guards who want to arrest me and throw me in the mine. I have two dialogue options - surrender or escape. If I choose to surrender, nothing happens. The dialogue just keeps repeating. All I can do at that point is tab out and run from the 20+ guards that are now all hostile and breathing down my neck.

This has become a pretty big issue as I have several quests that I now cannot complete due to the guard aggro.
Is there anything I can do aside from reload an old save and lose tons of progress? I left the city and did some more progression elsewhere, assuming it would be like other cities where you can go back at a later time and the guards would be un-aggro (In other cities, they stop actively pursuing you and just say "Wait.. I know you.." when you walk past).
