or

Intel Pentium Dual-Core T2310 (1.46 GHz, 533 MHz FSB, 1 MB L2 cache)

The AMD one is faster but honestly neither of them is particularly fast. Those are laptop processors right?

I'd say the bottom one is slower, just because it has lower numbers and that generally means worse/slower performance

What does it mean when a computer has a slow processor, in terms of gaming, performance, media/music and general operation/stability?

It can't process the data quick enough, not meeting the games demands, which in turn makes your game suffer from bad graphics(render times) and lag(low FPS)

Both Morrowind and Oblivion rely heavily on CPU power and not so much on GPU power.

I don't know, post it in the Tech thread I linked earlier, because I play Xbox and have no idea what the specs are for these games.
But if that equipment is fairly up to date then it should be fine
