Who knows? It might be. After all, the main guy in charge of it - Ken Rolston - was also jointly in charge of Morrowind, with Todd Howard.

It looks like a fun game but saying its better than Skyrim is just hilarious. It would have to be one of the best games ever made to be better than Skyrim.
