Question about localizations

I've been googling for a while and I can't seem to get a decent answer, so I figured I'd go straight to the horse's mouth.

If I buy the US (pc) version of Skyrim, will I have access to the Japanese localization when it comes out on the 8th? If not, can I buy the Japanese version and have that work without any weird regional restrictions on a US steam account? Steam seems to support this with many other games, but I know companies can get picky about game localizations being playable outside of their respective regions.

Hate to do this, but it's on page 9 and I probably won't get any replies if I leave it there. This is an important factor in determining whether or not I purchase the game.
