Any chance do you think maybe the Dragon sign represents Akavir but its more likely the Empire.

Three factions of Tamriel. They will most likely save Akavir for an expansion pack.

I'm pretty sure it was the time of their big invasion of Tamriel. So, looking at it, they could very well be reserved for after Molag Ball's have been kicked in an expansion.

If it is, don't get your hopes up about exploring Akavir. Like others are saying, that might be an expansion, but this game has enough on its hands just recreating Tamriel.

During this time period though, the Akaviri could definitely be involved. I have to look at it, but they could potentially either be their own faction or they might be part of the Empire already, and thus the Imperial Faction.

IIRC the Empire of the Second Era was ruled by two Akaviri snakemen in the early part of the era (after the Reman dynasty ended.)

Correct. There being no Tsaesci is rediculous. I think there'll be Empire, Akavir and Alinor for factions.
