If provinces would be leveled zones it would mean that TESO would have either too small provinces or to big level zones and, in both cases, to few zones.
But if we have to rank provinces in this thread then I think it will be something like this (though I expect far more variety within provinces so it's hard to tell what the general 'difficulty' of a province will be.)
Anyway I would assume that -High Rock would generally have more low leveled zones, if Orcs aren't playable the area around -Orsinium will most likely be a high level area.
-Cyrodiil would have some low leveled zones around the IC and other urbanized/high density areas but, if they go for the lore correct jungle approach, could house some higher level zones as well.
-Hammerfell would probably have a relative low leveled area around the coast, but the inlands, deserts and mountains would be more high level.
-Summerset Isle probably has very few monsters so it could be low level area with some local mad wizards that cause a threat to higher level characters. However, the province would be very anti-human so if High Elves aren't playable it would be a very high level zone since the entire nation would be hostile to non-(high)elf invaders.
Both -Morrowind, -Skyrim and -Elsweyr would have mid level wilderniss, some more dangerous areas and some urban areas for low level characters.
-Valenwood would be a quite high level area overall, cities (who should be walking around by the way) would be for lower levels but still more dangerous compared to cities in other provinces.
-Black March, except for some Imperial controlled (at that time?) coastal areas, which will probably still be mid level anyway, the province will most likely be very, very dangerous for non-argoniams. The province, exept for the mentioned coastal areas, was only part of the Empire in name only, even in times where the Empire was at the height of it's power. The Imperials, who conquered the whole of Tamriel (or got control over it, anyway), could not conquer the inlands of Argonia, because of it's climate, disease, beasts and Argonian guerrilla fighters. Except for some specific high level places like dungeons/end game raiding areas and the planes of Oblivion, Black march will most likely be, generally speaking the highest level zone in game.
