REQ Skyrim Stutter Remover

I'm not getting much stutter if any but it appears the 60hz fix would smooth out the panning / scrolling. Hope this is being made.

I assume you mean 60 FPS?

Seriously, a stutter remover will propably be made sometime after Skyrim Script Extender is released, atleast for Oblivion and Fallouts it requires the Script Extender features.

It creates a second back buffer, which can smooth how the image is delivered to the monitor.
