While I was in the hospital I noticed that when you press A on some of the ATM's it make the push sound. I looked for ever for something that it may have unlocked. Could not find anything so after I finished the mission I left for the wasteland. As soon as I left I realized that I missed a collector card so I turned right around and went back in the hospital the back way. When I got in I noticed a pile of treasures with three sticks with skulls on them ( like the ones in the sewer ). There were like 25 piles in all. So I think when you click on the ATM's it activates the treasure. Has anyone noticed this?

if you return to the city after your first trip there, there are mutant treasure piles everywhere.

I don't think it has anything to do with atms

When you click on an ATM anywhere in the game it gives you cash. The same thing happens when you click on a vending machine.
