Go Nords, its the next closest thing at this time period. After all the Imperials are descended from them.

Actually, the province existed already, its just that the Empire has fallen into civil war and the main enemy for the three factions are the Imperials.

There are the Cyrods, but they will be under the Akaviri in Cyrodiil. Not playabel from what I've seen, so I guess they'll be baddies teamed up with Molag Bal somehow.
I've hears rumours of Mannimarco taking part in this too, but I doubt that. What could the King of Worms acheive from a massive war like that? Dead bodies?
