I have been testing fortifying my destruction ability (% mana cost reduction) and comparing it to how long a spell must be charged before casting, and it seems that the less magika a spell costs the less time it takes to charge the spell. This means that while damage does not scale, DPS does (since magika resistance does not scale with levels).
As far as i can tell the system works something like this - charging a spell puts a set amount of magika / second into that spell - once the casting amount has been reached the spell can be "fired". Reducing the amount of magika a spell takes means less magika needs to be channeled into the spell and it can fire faster.
Im not sure about:
- if magika regen affects the rate magika "charges" a spell
- how this affects scrolls
- how this affects continuous cast spells
