I'm being sarcastic, because that has been the dev's excuse for everything that people expect to see in this game that is not going to be implemented.
Sad but true. Reading the article it was like every page said "sorry, we can't do series staple feature X because it doesn't fit into a preconceived notion of an MMO".
TES is special and awesome because it broke the standard RPG mold by combining player-oriented action with character-oriented role-playing. It created something unique you didn't see anywhere else. TESO could've been special for the same reasons, but instead of working to break the standard MMO mold, we get "MMOs aren't like that" excuses. If the TES developers used the "RPGs aren't like that" excuse, it would've just been another in a handful of generic fantasy RPGs, but instead they dared to be different and step up the game, challenging what an RPG is and how one works.
It's funny that the two worst titles in the TES franchise are a standard action hack'n'slash (Battlespire) and a standard action adventure (Redguard). It doesn't leave a good impression when TESO is going to be a standard MMO.
