I'm kinda confused... how does the dual wield system work

For example if i put points into Bladesman do i get the effects from it as I am dual wielding?
This is my first type of game like this Cuz I am assuming that all perks under the one handed skill tree would work while I am dual wielding..is that correct?
or I only get the benefits from a certain branch ? a clear under standing would help please
