Take the Hjalmarch region right... nice big marshy area. However, how about if we added more marsh, murkier waters, taller grass and a lot more bugs. This would give the area a far more foreboding and unique atmosphere. The idea I'm presenting here is that unlike say in Oblivion's Natural Environments mod which focused on compensating for a lack natural diversity, this idea would be to expand and enhance the already existing natural diversity of Skyrim. Here's another example: Eastmarch. Pretty boggy right... and volcanic. How about a sootier ground texture, more craters and steam, and maybe some large Morrowind type mushrooms placed around the landscape. This would give the region a little more character and tie it in geographically to the idea of the border region, which would give us a slice of the east in Skyrim.
I think that Skyrim already has diversity and beauty in its landscape, and thus the goal would be to enhance and expand its already existing beauty.
