Is it just me or does it get nuclear bright at some places such as the sky and the ground. I also noticed when I move the camera it goes dark and then bright but if I move it slowly it's fine. It may just be my TV though it only does this in Bethesda games.

Thats an intentional effect to mimic the need for your eyes to adjust when you move from light to dark areas and dark to light.
