I find myself caring for some NPCs so much that I want to become friends with them, learn more about their history. Unfortunately, most of the time I get a few canned responses.

Sometimes somebody orders me to kill an NPC and I ask myself "Why? What did he do wrong?" In other games I wouldn't even hesitate to kill the NPC.

I wouldn't notice, I already do that in pretty much any game. Even that old Newgrounds game where you had all these things you could torture a little guy with, and a few to make him happy.

lol i say they did a good job now people will feel bad to go on a mass killing spree or just killing someone for there armor.

Play a Bioware game. You can learn all about your character and make tons of choices, at the expense of the huge content filled open world with hundreds of hours of gameplay.

I really wish there was more to the characters. More back story, more dialogue, just more.
They are interesting but so static. I love Lydia even if she only has less than 50 lines of dialogue through the whole game. I want to hear more from her but there is nothing there to be heard.

I feel you Luke.

It's almost perfect...they omitted some really game making simple stuff.

I seriously don't think they will waste time on making the NPC's more interactive......but they could give us a fishing rod.

Bioware's NPCs just stand around and do nothing. Not what I'm looking for.

it is a nice chance of pace of just killing everything that moves

Yeah no doubt Bethesda has a way of putting out games that make you feel as though you are talking to a real person, even when you do something that negatively effects a NPC sometimes you think to yourself "man.. what should i have done better" but in that case i just click load (since i always save before some important decision or game changing moment) on the other hand sometime it makes you feel good about negatively effecting an NPC that gave you a hard time. :)
Example: whenever the option to fistfight comes up it is almost always from someone who talked smack, then when you beat them down they are all of a sudden your friend. hahahaha

I figured you were talking more about your companions, Bioware is heavy on your "parties" history. This is, in short, the cost of voice acted games. It was possible to learn a lot more about an NPC and they're hometown and region back when blocks of text where used.

And the lack of replay value. Mass Effect 2 had some in the form of having different saves for the third game, but other than that...borrrrring.
