Uber Baddies

Occasionally Ill be treking through skyrim and find a fort full of bandits. They will attack as usual and I will commence to rip them a new one. Then out of nowhere comes someone, usually the weakest looking one with a measly iron dagger that hits for roughly 40-50 pnts per and takes very little damage from me. Needless to say IF I manage to sprint away I'm basically dead from any other attack. So my question is. Are enemies leveled as they have been in every other elderscrolls game? From my experience the answer is a profound "NO".

Some encounters are leveled ahead of you but stick at the level you found them. Eg. Your lvl 5 bandits are lvl 10, when you come back at lvl 20 they are stll 10

The damn trolls keep ripping me a new one. Especially the one that appeared halfway up the 7000 stair trail to greybeard.

Only way I got past him was using my nords special shout power which makes the targeted enemy run off.

yeah that troll gave me problems as well. i had to sit up on a ledge and shoot it
