The third quest in the thief guild progression has me go to Solitude to find Gulum Ei, I find him and steal the wine he wants, then I have to shadow him. He goes outside and he disappears. His marker says he is inside the Solitude but I can't find him anywhere. A bug perhaps? Any idea or solutions?

same problem here, anyone know where he is?
