Will you become addicted to certain substances If you abuse them? Also, is skooma creatable?

This just gave me a dastardly idea for that perk to slip poison in peoples pockets. Now I sorta want to make a Khajit Alchemist who constantly who goes around slipping villagers Skooma and Moon Sugar. Once I turn the whole village into crackheads I could make a small fortune extorting them to buy drugs from me.

Pity I svck ass at scripting, or else I'd make a drug dealing mod.

That's a fallout feature and not a pleasant one. Don't think it will be in Skyrim, though can't be sure.
