The "Unhindered" Perk on the Light Armor Tree

I wanted some clarification as to how this perk worked, or more specifically, what it does, because the text gives two different possibiltiies.

The perk is known as "Unhindered", and its text reads that it gives you the following bonus: "Light Armor weighs nothing and doesn't slow you down when worn."

Does this mean that it...

A.) Makes it so that the light armor you're wearing doesn't count toward your total carried weight.

OR

B.) Makes it so that you move faster while wearing a full set of light armor.

OR

C.) Both.

Sorry for the stupid question, but the text really isn't clear enough. :)

I just took this perk moments ago to test it out and it seems to do nothing, didn't seem to be moving any faster and when I checked my inventory, light armour still had a weight to it.

So yeah, I really have what it's meant to do. Think I'll pass on it.

It's a rather silly perk, useful for heavy armour but not for light armour since it weighs almost nothing and doesn't slow you down much in the first place. Better spend your perk points on something else.

Yes it's not very useful for light armor.

Maybe worn armor still affects sneaking? Making it weightless would then be a boon to sneak.
