I'm to the point on the quest where you have to lure the dragon to dragonsreach using the call dragon shout. I go up to the top of the place where the Jarl and the guards are all standing and use it (Yes, I held the button all the way down the entire time.) and the dragon never comes. I've tried moving around and doing it, restarting the game, reloading saves and nothing seems to work. As far as I'm concerned if this isn't fixed it could be considered gamebreaking. I know I'm not the only person having this problem because I've googled around and other people have it too, the only problem is nobody has a solution.
