I am encountering a bug where Malborn does not appear behind the bar in the Diplomatic Immunity quest. I've restarted the questline multiple times to see if the bug changes, I have even followed one of the youtube guides to make sure I've done everything perfectly, but he still won't spawn. Is there any way I can fix this for the 360? I get a quest arrow which leads out of the Thalmar embassy, but theres no quest arrow once I exit the building or any sight of Malborn. Please help.
