This is the first bethsotft game to use the new bloated clunky slow ms .net framework. Why? Is it just for the launcher?

Things are easier to program in that framework. Also, I believe most installers uses it as well. Just be glad they're not using python, that isn't as easy to set up.

Haven't you installed Steam games before? It performs these update things when launching most games for the first time. Anyway, it's such a trivial thing and calling for people to be fired is just ridiculous.

Python is easily embedded though (Which eliminates the need for the user to set it up)
