I guess this is up to Steam, as Steam should update/sync your Cloud storage with your local drive.
I'd suggest that you make sure that Steam Cloud Sync isn't deactivated for sync. To do so, right click on your RAGE entry in the steam's game list and select "Properties". Make sure that the "Steam Cloud Sync" option is ticked.
If this doesn't help... You should contact Valve/Steam Support.
