Okay i can't get a refund i have tried countless hours days to get this game running, have tried many cfg configuration from various peoples post with commands start ups within the executable file with no success..

the game will work with 15fps and really bright light that will shine through obsticles. eg rock face walls, buildings and also will follow you so without sunglasses u can't watch the screen.
i don't belive contacting various parties as from experience all will deny it's there issue

In this thread you will find a link to a .dll file from the 11.6 drivers. Add this driver to your rage folder. Instructions for how to do this is in the thread for both Vista and 7. I have the same issue with the blinding glare light coming from non-light soruces. I have a 5830 and I am being told its because its a media card. Anyway the .dll fix is what got my game working. don't see why i have to downgrade the drivers to suit one game, even with 11.6 driver the frame rate is appauling 15-19 fps, the graphics card is reasonble to run at 30-40 fps and im not gonna buy a new card for 1 game..
when this card came out reviews said is was a powerful card that can benchmark the same rate at higher cards.
really sick and tired of installing re-installing driver for one stupid game. i'll take my losses and play fallout screw id.

I have the same processor as yours while using an ATI 4730 Card , Same results as you except that white thingy i don't have , Normally its epic freeze / zero frame rate if AI is on , Turning off AI makes it smooth but black square textures appears .

Anywayz , Right now we are [censored] , id said they are working with ATI to fix this , But really if we consider the amount of time taking for ATi to release actual drivers that fix [censored] , I wont hold my breath .. Keep trying to refund , If you cannot.. then just wait like a month or so when ATI finally releases a driver for us Dual core users
