Today on my assassin, I was taking a stroll through Windhelm when every single one of the city guards ended up dead on pure accident that I had absolutely nothing to do with.

I've looked around, but I haven't found an answer, so I thought this was the best place to ask. Do city guards respawn? I don't want Windhelm to be completely defenseless, nor do I want to use console commands for fear of the game calling me a cheater.
