besides the obvious mage college what faction and quests should i seek? storm cloak or imperial. im a high elf mage

That depends on your political views in Skyrim, are you for or against the Empire, and do you agree with either sides morals. The Bard's college is viable for anyone, and as for the other guilds, they probably wouldn't be helpful but if you would enjoy them go for it.
