The Storm Call shout kills EVERYTHING around you! Not just enemies but also guards, advlt citizens, etc. Basically every living thing except kids get struck by lightning!

Please please please fix this!!

I have a Stage 1 (one word of three) version of Storm Call. I'm playing as a Khajiit on the Xbox 360. This was tested in Riverwood.

When or where do you get that shout, then i'll test it out?

Todd Howard said in the E3 presentation that this shout kills all your enemies. The guards weren't getting struck by lightning. Is it just because my shout is stage one? He was using a stage 3 version.
