Launcher loops back to itself? (steam)

So I started up skyrim though steam and I get the launcher, I hit install... and it brings me back to the same window

also I started the game directly from the .exe and it ran fine, but I cant change any of the settings in the launcher window because it still thinks the game is not installed

Any ideas?

uninstalled, re downloaded and reinstalled with the same issue, anyone know what .ini file to edit so I can at least get my 1080 resolution? :[

I also had the problem, but the same problem is in many games.
You need to run Steam in Administrator mode. So first close it so that it is not even in the low right menu.

Then for example from start menu, move your mouse over steam and from select form right mouse button menu to run it in admin mode.

You should be able to finish installing then. Works for other games also.
