There is an expedited cert process but it's typically something which third-party developers/publishers must pay for. (first/second party stuff gets rammed through quickly all the time on both 360 and PS3)

Also the cert process isn't there to catch bugs and glitches but rather to make sure that the game/update doesn't cause any damage to console's hardware or software.
