Help me crack this code!

Now, I have a friend who likes to play games. He's a self proclaimed "god" at programming and has given me a riddle type thing. I have zero idea how to crack it, because I'm don't know the first thing about computers except how to build them and so on.

Here are the clues he's given me:

3647665F635404A4 (he also said I would need this: 12+34)

other than that I have no idea what this means, or how to figure it out.

If anyone could help me out with this it would be awesome. I've never actually cracked one of these before but really want to crack this one.

EDIT: He told me this: double double backwards transpositions 16 to 64 (I think, he won't repeat it out loud any more)

Well, a transposition is, if I remember correctly, simply shifting the plaintext around in a consistent manner. So likely he shifted by 12 and 34, though I'm mostly just stabbing in the dark.
