Sweet! This fixed it for me! The tearing was annoying but not it's silky smoothe!

Nvidia Control Panel > Program Settings > uncheck "show only prgorams found" > scroll to RAGE.exe and set Vsynch to Use 3D application setting

In RAGE set to Vsynch "On" or if you drivers support it "SMART"

Thank you sir! I haven't had a chance to try this yet but it definitely seems like a solid fix for the issue. Would have been nice to see someone from Bethesda answer this when I posted the question almost a week ago but a fix is a fix. Can't wait to try it out, thanks again!
