i know from reading some other forums that this quest is an issue on some games, and because it is the only way to be able to buy a certain house, it needs resolved. I've got the official game guide and it states that the quest should be available after entering and exiting windhelm 4 times. iv done this several time, tried it on another save game, tried it before and after the jarl of windhelm is replaced and none of it has worked. it appears there is a glitch with starting the quest so can this please be resolved in the next update.

I didin't have that problem luckily but I'm stuck in the second part of this quest. I went and talked to the court mage you lock up by mistake and he says to patrol the streets at night to find out who the killer is. So I wait until nightime, but as soon as it it finishes waiting, even though I'm still in the palace, it triggers that I've done that and the next task is to catch the murderer. So I follow the pointer to the house where he is and he attacks you when you enter, so I smash him but thats it I can't do anything else. He just gets back up and you can't talk to him, and if you stand there long enough he'll just attack you again. If you go out and come back in the same thing happens, no matter what I do it's just stuck on that part.
