I have experienced a glitch with two quests conflicting with one another and I can't complete either one. I began the first quest to join the Stormcloaks but never finished it. I later had to speak with the leader of the stormcloacks for the main story quest line, but he only tells me to talk to the other guy to complete the stormcloaks quest. The guy for the Stormcloaks quest will talk to me as if I had already spoken to the leader for the main quest and I can't finish joining the stormcloaks. Both npcs do not pull up dialogue options but rather only say the same line every time I try to talk to them. I wouldn't be as concerned if this did't deal with the main quest and I know that others have experienced this glitch as well. I also have tried to talk to them before and after fulfilling the criteria to finish the joining the stormcloaks quest. If anyone else has experienced this, feel free to vent, and if anyone has fixed this please enlighten us.
