Are you going to fix the problem or can't you fix it ? It can not be so hard to answer, you had the same problem in Fallout but didn't fix it so can you do it ?

It seems pretty clear. The problem that Fallout 3 had... the one major threat to Skyrim's actual playability... it's the saved data files growing too large with memory leaks and causing the entire game to slow down to insufferable levels problem, I'm willing to bet.

Its still unknown what it will resolve, but at least they are working on something.
