Okay, so I was playing on the weekend with my conjurer/destruction character. Came across a dragon - ran out of mana - continued summoning flame atronachs when I could. Eventually my minions took it down because it kept targeting me and I kept dodging its strafing runs, once it was grounded - I ran around a corner - strangely it didn't attack my atronach or chase me around the corner. It just stood there and kept getting pelted with fireballs while I sat there twiddling my thumbs, it died helplessly and I abosrbed its soul.

I love this AI exploit.

Sounds more like an AI/obstructed path issue. It was trying to reach you but couldn't, and the AI couldn't re-evaluate targets or a way to navigate around to reach you.
