hi, first sorry for my bad english i am from austria and only learned english by watching cartoon network.
second im am not a modder so my solutions isn't the best "more worse than good "

1. you need FOMM (fallout mod manager) to open the .bsa file
2. open "Skyrim - Interface.bsa" extract "interface/contols/pc/controlmap.txt" and keyboard_XXXXXX.txt(your country)
3. create under Data (for me it was "C:\Program Files (x86)\Steam\SteamApps\common\skyrim\Data" the missing folders "interface/contols/pc/"
copy "controlmap.txt" in "PC"
4. open "keyboard_XXXXXX.txt" and "controlmap.txt".
in "keyboard_XXXXXX" you find the codes for the keys ( key 1 is 0x02, 2 is 0x03 .......)
in "controlmap.txt" are the keybinds, now change or add the codes (example: old key was "0x02" change to "0x03" to use key 2 not 1, if you want to add a key: old: "0x02" new: "0x02,0x03" now you can use 1 AND 2 for the same action)
is quite a lot of work editing all key to work with no errors, like one key makes two different thinks.
