After completing the quest there, Tsun gives me the new shout but i am not sent back and i cant move, yet i can move the camera and open the start menu, but not the other menu. Anyone know how to fix this?

Other than loading a previous save file, no.

Wish there was a better way I knew of.

I have tried going back, up to the point where the quest begins and it's still the same result. To clarify, after I learn the new shout from Tsun, I can only switch between third and first person, rotate the camera fully and open the journal.
