I've been working on "The Reunification of Skyrim" and "Compelling Tribute"

I'm at the "Report to Hadvar" objective. I try to talk to him, but a dialog is never started. Cannot finish.
I believe this quest is holding up my objective of "Regain the Rift" under Reunification. This can no longer be displayed on my map.

After 36 hours, starting over is not an option I will entertain. Any way to fix it?
