Well, I'm pretty sure my problem isn't nearly as bad as you, but on a couple guards in Wellspring and any NPC behind a counter (Mayor and Coffer in particular), go haywire. To be exact, the character stays still, but I get sort of an 'after image' that will blink in and out of existance where the character is sitting, talking as normal, but this 'after image' looks a lot like the character model is getting distorted, pulled, and stretched in random directions. I can ignore it to a degree, but it would still be nice not to have my eyes twitch towards movement that shouldn't be there, especially when that movement is a broken up version of the NPC I should be listening and focusing on.
On occasion I'll also get some strange ghosting on the weapon, like it's trying to show modifications or shells ejecting that aren't actually there. Hard to explain, because I've got no idea what it is trying to show me, but it blinks in and out like the NPC issue.
EDIT: Okay, after (should have done it first, I admit) watching that video of yours, Sammich, I'm not having the same problem, but your title description fits it close enough. I have seen a few NPCs shaking like your gun (guards in Wellspring), but my gun and NPC issues are more like phantom images blinking on top of the weapon/NPC. NPC ones, as I mentioned above, come in like the model is getting stretched or pulled apart.
