Steam multi language fail... : V

I'm a french speaker, but prefer my games in the original version. The thing is my girlfriend isn't that fluent in english and prefer (when available) to play in french. So I changed the game for french and it downloaded a 1.5 Gb update (fine). Tried it everything went well. Turned back to English... Download 1.5 Gb Again! Cancel that turn back to french and tolerate playing for the evening in french... Didn't worked though must download again 1.5 gb... My internet is not really fast and I don't have unlimited bandwith so everytime I'll want to change the language I'll have to download 1.5 Gb and Wait 1h30... Wow

Am I missing something? Who is guilty of this Steam or Bethesda ? Both !?

This is the reason I cried after I clicked that "install game" button after I popped the CD in.

I've always avoided Steam and now I feel like I'm being forced to use it, I've never had any problems with the previous Elder Scrolls games and now that they start using Steam, everything is going to sh**s.
